The 'prognosticator of prognosticators', Punxatawney Phil the groundhog, stepped out of his cave and saw his shadow this morning, signaling another six weeks of winter. For Lake Tahoe, and many parts of the country, where winter weather has been scarce, its unclear what this really means.
